Check out Chicago Scene (PDF) on the PCA-Chicago site. Plenty of tuners listed and most of them have been in the business for a while. Northstar comes to mind - Northstar Motorsports. Have been to several events there. Very clean shop, heck you could eat off the floor. They race themselves too.
