We here in Santa Fe just had four teen deaths in an auto crash. The reason was a drunk driver going the wrong way. Last year the same thing. A few months before that; same thing. 60 deaths to date this year due to drunks going the wrong way. Courts are not serious about the penalties awarded so it keeps happening. The first cost should be to the first time offender. No car period.

The only reference this article makes to driver responsibility is:

IMHO, and from my DE experience, driver skill is the primary safety variable. One can legislate reduced speed limits, improved road conditions, vehicle safety features, etc., but these efforts will pale in efficacy to stricter licensing requirements. Again, IMHO.
